- The administration is releasing a video — in both raw and “enhanced” versions — that it says indicates no one entered the area of the Manhattan prison where Epstein was held the night, he died in 2019.
- The video supports a medical examiner’s finding that Epstein died by suicide, the two-page memo claims.

- Why it matters: The findings represent the first time Trump’s administration has officially contradicted conspiracy theories about Epstein’s activities and his death — theories that had been pushed by the FBI’s top two officials before Trump appointed them to the bureau.
- As social media influencers and activists, Kash Patel (now the FBI’s director) and Dan Bongino (now deputy director) were among those in MAGA world who questioned the official version of how Epstein died.
- Patel and Bongino have since said Epstein killed himself. But it has become an article of faith online, especially on the right, that Epstein’s crimes also implicated government officials, celebrities and business leaders — and that someone killed him to conceal them.
- The memo says no one else involved in the Epstein case will be charged. (Epstein’s associate Ghislaine Maxwell is serving a 20-year sentence for child sex trafficking and related offenses.)
- Zoom in: According to the memo, investigators closely examined footage of Epstein’s Manhattan prison cell between around 10:40pm on Aug. 9, 2019, when Epstein was locked in his cell, and around 6:30am the next day, when he was found unresponsive.
- The footage, which was reviewed by Axios but couldn’t be verified independently, showed no one entering the area, the administration said. (Axios)
- “The FBI enhanced the relevant footage by increasing its contrast, balancing the color, and improving its sharpness for greater clarity and viewability,” the memo says.
- Investigators found “no incriminating ‘client list’ ” of Epstein’s, “no credible evidence … that Epstein blackmailed prominent individuals,” and no “evidence that could predicate an investigation against uncharged third parties,” the memo adds.

- Both versions will make Trump’s 2017 tax cuts permanent, reduce taxes on tips and overtime, increase border security funding and slash green-energy tax credits passed during the Biden administration — including the $7,500 credit for buying Tesla and other EVs.
- The marquee legislation will require the Senate and House to reconcile their versions before the bill can be fully approved and go to President Trump for his signature.
Tax cuts
- Both versions of the bill include a number of Trump’s promised tax incentives — some $3.8 trillion in tax cuts in all — but differ slightly when it comes to raw numbers.
- The Senate version would allow Americans to deduct as much as $12,500 for overtime pay and up to $25,000 in tip income through 2028 — reductions that would drop for those making $150,000 or more. The House version didn’t put limits on the deductions.
- The child tax credit would jump from $2,000 to $2,200 per child under the Senate bill, and adjust for inflation after this year. The House version, however, would raise the credit to $2,500 temporarily before lowering it back to $2,000 and adjusting it for inflation.
- One of the most significant differences in the Senate bill is a provision to permanently expand the standard deduction. The House version would only see it expanded through 2028.
- Senate lawmakers also raised a tax break for seniors to $6,000 through 2028, whereas in the House bill that figure is $4,000.
Raising the debt ceiling
- The Senate’s version of the bill would raise the US debt limit by $5 trillion, 20% higher than the House’s proposal of $4 trillion.
- The higher the debt ceiling, the longer Congress can go without having yet another politically fraught debate about the national debt and government spending.
- If the Big Beautiful Bill isn’t passed, the federal government is set to run out of borrowing authority in August or September.
Cuts to food stamps spending
- The Supplemental Nutrition Assistance Program — food stamps or SNAP — subsidizes food for some 40 million low-income Americans. Both the Senate and House versions would cut what the US government spends on the program.
- The Senate bill would require “able-bodied adults” to continue working up to age 64, with some exemptions carved out for parents with children under age 14. However, states would be limited in how they can waive the requirements.
- The House version would require adults, including those with children age six or older, to work in order to qualify for benefits.
- States would also be required to kick in more of the cost to provide food aid. The changes to the program would take effect in 2028.
State and Local Tax Deduction (SALT)
- One of the most closely watched provisions of the Big Beautiful Bill Act in the New York City area been the SALT deduction — which caps the amount of state and local taxes taxpayers can write off on their federal income tax returns.
- The amount is currently capped at $10,000, after Trump’s 2017 tax cuts, but both versions of the bill would boost that to $40,000 for married couples making up to $500,000 per year.
- However, in the version advanced by the Senate, the cap would increase through 2029 then return to $10,000, while the House version would make the increased cap permanent.
Medicaid
- Another highly contentious aspect of the legislation has been proposed changes to Medicaid, which provides health services to low-income, disabled and elderly Americans.
- Under the House version, able-bodied, childless adults would be required to work 80 hours per month to qualify. The Senate bill widens this requirement to include adults with children age 15 or older.
- The nonpartisan Congressional Budget Office estimates the House-passed package will add $2.4 trillion to the US’ deficit over the next decade. It’s still analyzing the expected impact of the Senate version, however.

- Budget reconciliation, or just “reconciliation,” is a legislative maneuver that allows Congress to pass legislation with only 51 votes in the Senate. Normally, legislation requires 60 votes to pass the Senate.
- But since reconciliation bills can’t be filibustered, jamming through major legislation using reconciliation is a tool that both Republicans and Democrats have used to pass legislation when faced with slim majorities.
- The reconciliation process comes with some extra strings attached in the Senate. Since reconciliation was originally supposed to be used to reduce the deficit, the rule is that only provisions directly impacting government spending or taxes can be passed through reconciliation. This means anything going through reconciliation has to directly impact the federal budget—and if it doesn’t, then the Senate can’t pass it through reconciliation.
- This rule is called the Byrd rule, after Senator Robert Byrd, a Senator from West Virginia who was its principal sponsor. The Byrd rule has been law since 1990, and has been used successfully dozens of times to block so-called “extraneous” (unrelated) provisions that shouldn’t get passed through reconciliation
- The most debatable of the Byrd rule criteria is whether a provision has a budgetary effect that is “merely incidental.” The Byrd rule gives considerable discretion to the Senate’s Parliamentarian who tells the Presiding Officer how to rule on a point of order—whichever Senator (from the majority party) is in charge of running Senate business that day — to decide what is “merely incidental.” (Indivisible.org)

President Trump is at the height of his political power following Thursday’s passage of his “One Big Beautiful Bill Act” – capping a remarkable two-week streak of domestic and foreign policy feats that even Democrats are calling impressive.
Trump, 79, will sign the bill fulfilling his major campaign pledges – including to cut taxes on tips, overtime and Social Security benefits – at a pre-fireworks Independence Day party on the White House lawn.
B-2 stealth bombers will fly over the celebration in recognition of their role in the Trump-ordered June 21 US airstrikes on Iran’s nuclear program, which was followed two days later by an equally unprecedented Trump-brokered cease-fire between Israel and Iran.
The commander in chief, riding high on that diplomatic coup, strong-armed NATO nations at the alliance’s annual conference to boost military spending to 5% of their GDP by 2035, after complaining for years that US allies were freeloading off American taxpayers.
He returned home to good news from the Supreme Court, which handed him wins on deporting illegal immigrants to third countries and restricting nationwide injunctions by district court judges — while CBS’s parent company agreed to fork over $16 million for deceptively editing an interview last year with Trump’s election rival, then-Vice President Kamala Harris.
Over the weekend, Canada scrapped a digital services tax against US internet giants under pressure from Trump, followed days later by the University of Pennsylvania stripping honors from transgender swimmer Lia Thomas and the announcement of a pending trade deal with Vietnam – as major stock market indices notched record highs and illegal border crossings hit new record lows.
The Big Beautiful Bill Act also includes $25 billion in funding for Trump’s “Golden Dome” missile defense program, spends more on immigration enforcement, allows tax deductions for domestic car loan interest and — in a major win for New York and New Jersey Republicans — lifts the cap on the amount of state and local taxes that can be deducted from federal returns to $40,000 from the prior $10,000.
- Permanent extension of much of the 2017 Tax Cuts and Jobs Act
- Nearly $150 billion in additional border security spending, including $46.5 billion to construct a US-Mexico border wall and about $30 billion to Immigration and Customs Enforcement (ICE)
- Approximately $153 billion in additional defense spending, including $25 billion for the president’s space-based “Golden Dome” missile defense system and $29 billion to boost shipbuilding
- Debt ceiling increase by $5 trillion
- Deduction for qualified tip wages capped at $25,000 and overtime pay capped at $12,500 for individuals for three years
- Standard deduction gets increased by $750 for single filers, to $15,750
- Child tax credit increased to $2,200
- Car loan interest deduction of up to $10,000 for individuals making under $100,000 annually (couples under $200,000) who purchase US-made vehicles
- State and local tax deduction cap raised to $40,000 through 2029
- Excise tax on endowments goes up to 8% on wealthy colleges with at least 3,000 students, while imposing lower rates of 4% or 1.4% on institutions with fewer assets
- Millionaires are restricted from receiving unemployment benefits
- $50 billion in funding for rural hospitals in Medicaid
- Mandated 80-hour-a-month work requirement for able-bodied adults and adults with children ages 15 and older
- New “Trump” savings accounts for parents and guardians of children born between Jan. 1, 2024, and Dec. 31, 2028, with the feds providing an initial $1,000 seed money
- Restrictions on large abortion providers, such as Planned Parenthood, from receiving Medicaid funding
- Lifetime borrowing limit of $257,500 for federal student loans; borrowing for professional degrees capped at $50,000 per year and $200,000 lifetime; for graduate students, unsubsidized loans capped at $20,500 per year and $100,000 lifetime
